The Honorable T. Eloise Foster, Board Chair

Ms. Foster is Chair of the Board of Trustees of the Maryland Teachers & State Employees Supplemental Retirement Plans. She has more than three decades of experience in the public sector, where she developed an expertise in fiscal policy and management. For over a decade Ms. Foster served as Secretary of the Maryland Department of Budget and Management and was responsible for the development and management of Maryland’s $38 billion operating and $1.5 billion capital budgets, the Statewide Personnel System, and its employee and retiree benefits program. Previously, she worked as Assistant Dean for Business Affairs and Program Development at the University of Maryland School of Medicine. Earlier in her career Ms. Foster was a legislative officer for Governor William Donald Schaefer and a fiscal analyst for the Maryland General Assembly.

Ms. Foster is an honorary lifetime member of the National Association of State Budget Officers and a former member of the National Forum for Black Public Administrators. She has served on the Board of Trustees of the Financial Accounting Foundation and was appointed Secretary and Treasurer of the Foundation in January 2021. Ms. Foster serves as a commissioner with the Washington Suburban Sanitary Commission (WSSC) and is a member of the WSSC Retirement Plan Board of Trustees. She is also on the Board of the Volcker Alliance and chairs their audit committee.

Ms. Foster holds a Bachelor of Arts degree in Business Administration from Howard University, an MBA from American University, and has completed Harvard University’s Senior Executives in State and Local Government Program.
