Ronda Butler Bell, Executive Director & Board Secretary

The MSRP Board of Trustees appointed Ronda Butler Bell as Executive Director & Board Secretary in January 2021. As head of this independent State agency, Ms. Bell is responsible for the policy, direction, and operations of MSRP as well as general oversight of the Plan Administrator, Investment Advisor, and Stable Value Fund Manager.

Prior to joining MSRP, Ms. Bell was with the Maryland Department of Health as Executive Director of the Maryland State Board of Examiners of Nursing Home Administrators, where she served in that role for 6 years. Prior to joining the State, she worked for the Federal Judiciary as a pro bono legal resources Program Manager and Management Analyst for the U.S. Bankruptcy Court for the District of Maryland. Ms. Bell earned a Bachelor of Science degree in Law/Legal Studies (magna cum laude) from the University of Maryland University College and a Master of Public Administration in Public Policy and Administration (magna cum laude) from the University of Baltimore College of Public Affairs. She has worked for major corporations, such as Constellation Energy, McDonald’s Corporation, and Deutsche Bank, and has over 28 years of experience in corporate, federal, and State organizations.

In 2022 Ms. Bell was elected to the Executive Board of the National Association of Government Defined Contribution Administrators ("NAGDCA") and currently serves as NAGDCA's Vice President.  She also serves as Chair of the NAGDCA Legislative Committee.
