Debra L. Roberts, Deputy Executive Director & Chief Financial Officer

Ms. Roberts serves as MSRP’s Deputy Executive Director & Chief Financial Officer. She joined MSRP in 2004 and has over 20 years of budgeting, finance, and audit experience. She oversees and prepares MSRP’s annual budget, which is comprised of the 401(k), 403(b), 457 and 401(a) Plans as well as the agency’s Annual Comprehensive Financial Report. Working in concert with the agency’s Principal Counsel, Ms. Roberts oversees all internal audit functions and is MSRP’s expert advisor to the Board Chair, Audit Committee Chair, and Executive Director regarding existing State and Federal tax law and changes to such. She represents MSRP in justifying the agency budget before the Governor, Department of Budget and Fiscal Planning, and the Maryland General Assembly.

In her capacity as Deputy Executive Director, Ms. Roberts directly manages all daily operations at MSRP. She also serves as the agency’s certified Procurement Officer. Ms. Roberts holds a Ph.D. in Education from Walden University and an MBA from the University of Phoenix; she is a Certified Public Accountant licensed in Pennsylvania, Maryland, the District of Columbia, and Virginia.

Ms. Roberts is a member of the University of Baltimore’s Foundation Investment Advisory Board, the Government Finance Officers Association Committee on Retirement and Benefits and is an adjunct professor at the University of Southern New Hampshire, where she teaches accounting and business-related courses.
